you should get a cat/kitten ear headband. get side swept bangs,and layers,and wear your hair down.
for your make up,you shoukld draw cat/kitten whiskers and sorta color your hands and face the color of a cat.If you want to be a white cat,use a lot of powder. I personally think a black cat would be a bit funnier,and more halloween-ish!

Pull your hair back slicked if your going to wear those cat headband ears. Then I would go with a smoky eye and pale lips. Draw on wiskers with eyeliner and I'd make a pink triangle cat nose with blush or lipliner.

well dark eye shadow and lots of eye liner and mascara put a little pink blush on your nose and on your cheeks!
