Even though as many as one thousand were arrested in the Gates River community, it does not mean that drug dealing will stop in that neighborhood. It's long been an area of run down, boarded up houses that turn into crack houses as soon as the police presence lets up. Community leaders have made great strides in tearing down some of the structures with the help of the City of Riverside Revitalization Coalition, but more needs to be done to rid this area of drugs and the crime that comes with it.

Even though a thousand (what?) were arrested (comma) it does not mean that drug dealing will stop in that neighborhood.
Also it should be one not a in front of thousand.
