I consider people that are fat everywhere like their arms, legs, face and everywhere to be fat. If you only have a big belly and the rest of your body is normal then I wouldn't really consider you fat. I'd just think that you're pregnant or something like that.
If you are 5'6 and 155-159 your BMI would be slightly overweight but not very fat so you'd be chubby I guess. Then again muscle weighs more than fat and you might be muscular.

NO I consider fat someone over 40 or 50 pounds over weight too the point it's a healthy problem. Even then some people can carry weight well.

No, I don't think that's fat at all. It sounds pretty healthy and good to me. In fact, most of the guys I hang around with like at least a little fat on a girl. I almost never see them looking at the girls with the "perfect" bodies - you know the tight/toned types.

someone 5' 6''
and weighs 155 is normal but it depends on age.
if they are about 10-12 then that is a tad bit overweight.
but if their 13-16 then thats good.

Yes, a little belly means you are fat.
If you have fat all over, you are fat.
5'6" for a man your ideal weight is supposed to be 147 lbs., for a woman even less.

Everybody is different, but it sounds like a lot. Unless you are a guy or have a lot of muscles. (muscle weighs more than fat) I think a female 5'6" should weight about 135 lbs.

I would not consider that fat, maybe a little chubby, but it really depends on the person and how the carry it.
I consider someone who is about 25+ lbs overweight "fat". (Me!)
