The song means that the person's life sucks, and it gives examples of how it sucks. Love life's D.O.A means that his love life was dead b4 it even started. But the main point of the song is that even though his life sucks, the singer of the song will always be there to cheer him up.

"Dead On Arrival" presumably since that's what it usually stands for. Used in conjunction with accident victims etc. who are dead by the time they get to the hospital.
