It takes energy from the surrounding to go from frozen to liquid so it will be cooling the surrounding.

Easy way to remember this for the future...we put ice in a cup of water so as it melts, the water surrounding the ice will stay cool.

Heat from the surrounding area is required to melt the snow so with no new heat coming in, the area will cool.
