I don't think anyone else here has spent time in a prison. I have -- as a volunteer worker.
First, just because we find a crime to be repugnant doesn't mean we can treat the person in an inhumane manner. Sorry, but that's the premise that the US Constitution is built on.
Second, I don't see where ships can be used as an economical alternative to land prisons. Ships are very expensive to operate -- otherwise, a cruise would be cheaper than a hotel stay, right? The best you can say is that they are available for short-term housing, which is pretty much what happened in NYC.
In NYC, as I recall, they put prisoners on a ship which was docked. It wasn't a PRISON, but more like a JAIL, which means that it houses people who (generally speaking) are awaiting trial or serving short sentences, right?
The best thing to do is to bite the bullet and build as many prisons as you need. Only after you've got a sane, safe society can you do prevention measures like truency intervention, education, etc. I'm betting that the State of New York, along with NYC, has lots of places to build prisons, they just didn't want to build them in order to save the money (and it bit them later on).

Creating prison ships would just be repeating the same mistakes, ad infinitum.
I used to work in the Utah State Prison, and I can say nothing positive about a prison.
If prisons really work, then why do we need to keep building more and more of them?
It adversely affects everyone, including employees, families, and taxpayers.
My impression of prison is - - - waste.
It is the biggest waste of human lives and resources I have ever encountered.
It appeared to me that IF a convict was truly rehabilitated, it was in spite of the system, not because of it.
We need to scrap our penal system completely, because we can't afford it.
I prefer the guidance of the late Dr. Cleon W. Skousen, who espoused doing as ancient Israel did.
Ancient Israel could not afford prisons, and neither can we.
According to the HOLY BIBLE, ancient Israelite custom, and reading between the lines, the term "eye for an eye" meant something far different than what most folks think.
An offender would be bonded in servitude to their victim, continuing to live in a normal family environment, until the debt was repaid.
Any attempt at escape or further criminal activity would then result in forfeiting the eye or tooth or whatever.
All sex offenses and all murders were immediately executed, in broad daylight, in public view, by the victim's family and witnesses to the crime.
If a person accidentally killed someone, they could flee to a city of refuge, where their case was heard and judged.
If they were accepted, then they were given safe haven for seven years, during which the victim's family was not permitted to harm them.
At the end of seven years, they were free to leave the city, and were in no danger from then on.
If their case was determined to be unworthy, then they were ejected from the city of refuge and would meet justice at the hands of the victim's outraged family.

Ditto, Problem is if they over run the ship and escape to another country free from our laws and then rape and murder more children in vulnerable countries. The ships are a very bad idea.
If people cause riots on land they can get control of the ship. Only if the order is to sink the ship when the prisoners have taken control would I accept the proposal.

Brill idea.Put all the child molesters on them then get the Navy to use it as target practise.This would maybe cut down this horrible crime.The problem with this country (UK) is that there are too many do-gooders,if there is any room left on the ship they could fill it up with them.Time to get our country back.

forget the ships execute every other one that's 50% taken care of The rest work them on 12hrs shifts 50% working 50% sleeping they share the same bed one lot in bed one lot working you now have a load of empty cells so we don't have to tag or let any out early you could repeat this at regular intervals
those that are working could be on chain gangs cleaning roads & graffiti

Don't you think that it is the failure of our government that our prisons are full of pregnant shoplifters and petty thieves who would only get a caution in any other oppressive regime like North Korea?
