My mom's of African american, Native american, and Irish descent. My father's of Irish, British, Russian and Polish descent.

I look like some fair skin black girl. [Besides the option of 'other'] Does it seem neglectful, obvious, that I check the african american box on an application?

check whatever you identify with the most, or you can opt to not claim anything. Races were created by society so they are not set in stone. Sometimes I check other and write 'American' in the blank.

No, it's not bad to do that. Most of the time those questions about ethnic background are just used for statistical purposes anyway.
