A simple way to remember who to convert ANY fraction to a percent....

Remember that percent really means an amount out of 100. You have 17 out of 25. So ask yourself, what times 25 = 100? 25 times 4 = 100. If I multiply by 4 on the bottom number, I do it to the top also. 17 times 4 = 68. Therefore 17 our of 25 is like 68 out of 100. And 68 out of 100 = 68%!
