I felt that the fastest and most consistent way is to catch fish. The fish in the ocean is usually worth more than the fish in the river and pond. Also fruit that is not native to your town is worth 500 bells and Fossils are worth a ton. Good luck.

If you can visit the town of a friend via WiFi or DS to DS link, get some foreign fruit. Plant it in your town, and plant the fruits of this tree again, until you have a lot of trees with foreign fruit.
Foreign fruit sells for 500 Bells instead of 100 of normal fruit.
Also, every day there is a rock, that drops Bells when you hit it with a shovel. The faster you can hit it, the more it drops (up to 8000 Bells). However, you always slide back a bit, and have to run back to the stone to hit it. Therefore, before hitting a stone, dig holes around you, so you are blocked by the holes and don't slide back that much.
Then hit the stone for a alot of bells.
If you have a friend with another Animal Crossing that he just bought or if he has a city that he doesn't care about, visit his city and give him as many Bells as possible. Then he puts the Bells on his bank account and saves. He then restarts the DS and sets the DS's Date 10 or 20 years into the future. His town will be rotten and deserted, but the money will have grown due to interest.
He then withdraws the money, visits your town and gives you the money back. But that would be cheating...

The biggest money making solution is turning the entire town into an orchard.
First, Chop down nearly every regular tree. Then get as many non-native fruit as you can and plant them all over town. Some may die but the others will live on and you use their fruit to plant more trees. When you have a nice quantity of trees, Wait a few days so all trees have fruit on them at the same time. Then sell away. You will have leads of fruit to sell. All 500 bells each. Then on the next time they all grow back sell again. Way to make Continuous, reliable, big money.

To get non-native fruit, trade with a friends town or "sending a letter to an animal with native fruit and they might send you a non-native fruit back".
