because they are in a constant state of inebriation you don't get to see the transformation form normal to drunk occur or the reverse process of going from drunk to sober. tv always leaves out the hangovers and vomiting and spousal abuse that frequently happens to people who abuse alchohol on a regular basis.

They don't drink as much in the show as you actualy think. You have to remember each episode is not a single or 2 day time span. So if you see hank drink 11 beers in the episode it could be anywhere from 1 to 2 weeks later.
Bill got drunk and stole a tank in one episode lol
Hank got drunk and got Bill tattooed on the back of his head in a flashback episode lol
i dont remember any others

Well in traffic lectures that were held on the ship, they explained about body weight and mass versus amount drank, and time. If drank fast and you are a small body you will be drunk faster than a 5'11" big man that drinks slowly.
There are indexes the DMV sends with their mail to people. It's a chart. So DMV has material on this, of course so does the police, and (more comfortably maybe?) the hospitals can answer these questions also.
Not a drinker but had to sit through lectures.

The show is only 1/2 hour long. If you get drunk that quick you don't need to drink. The fact that it is a cartoon might play into this also.

They drink all the time, so their tolerance is really high.
Besides, I think Dale and Bill are kinda drunk all the time.

Because they have built up tolerance over the years. As a person drinks more and more often, their tolerance continues to build and they need more to get drunk. Essentially, it's alcoholism.
