If the bass is not an active bass, having a second pickup gives you more variables in regard to tonal quality.

You're just learning? Get the cheapest one you can find. Trust me, if you get into it, you're going to want an even nicer guitar later.

Oh, and yes, a neck pickup is fine.

It really doesn't matter...Pick-ups only set your tone... Its all in what kind of music you want to play....
