First off, we would need to know if it is for a male or female, the age group and body build.
Babies (0-12 mos.) Pumpkins are always cute for both boys and girls!
Little kids - 1 yr to 6 yrs - Animal costumes are a hit! Cowboys, Disney Princesses.
7 yrs to 12 yrs - Let them chose. Witch, skeleton, fairy, spiderman.
12 on! Do whatever!
Females ages 16 + Cute woodland fairy, superwoman, vampire, witch.
Males ages 16+ Body builder, clown, anything scary and masculine!

Spaghetti and Meatballs:
Noodle strainer on your head
Have white yarn hanging from the strainer to look like spaghetti
White shirt with yarn meatballs glued on (or use pom poms)
Colour some red on the shirt and glue spaghetti noodles on it
