My girlfriend lives in Mexico and is going to a university there. She is in her second year. What does she need to become a spanish teacher in the states. Will her classes transfer? Please give me the full scoop.

For most states she will have to pass a "teachers test" before she is allowed to teach. Even U.S educated teachers have to do this.

Each state is different. Generally, teachers require at least an accredited degree, so check to see if her university would meet American accrediting requirements.

The simplest method would be to inquire with your state's board of education - they'll be making the decision anyway, so getting their opinion will help you more than anything else.
