Sea monkeys are microscopic ape like dogs that swim using electic armbands covered in felxible fins. Sadly they only eat canine sea-Bananas (thats what the powder is made of) and live short violent lives ranging from six to thirteen trillion years.
Thier society is well ordered, and they can transport themselves over great distances using little helicopters to fly from thier pot on your shelf, into your bathroom and then DIVE DIVE DIVE !!! down the loo and off into a massive subterraninan sea-money kingdom, lorded over by Tethanina Queen of the seapeople.
The best way to keep seamonkeys happy is to leave them alone and spoon in the magic food powder (Canine Sea-Banana in powder form) and ignore let them get on with developing a new (but damp) world order beneath us in the sewers and waterways of the world.
Sea-Monkeys.... You just gotta love 'em.

There are shrimp eggs in the substance along with salt, fooling you into thinking that the salt i creating the monkeys. And the reason you get so many is becuase brine shrimp (or the sea monkeys) can reproduce sexually or asexually, meaning they can make babies without a partner.
This is a bit from the article on Sea-Monkeys on wikipedia:
"The user is unaware that this package already contains eggs in addition to the salt. At day two, one adds the 'instant eggs package', containing epsom salts, borax and soda, in addition to eggs, yeast, and a blue dye. The blue dye is used to enhance the 'instant life' experience by making the freshly hatched animals more visible. The Sea-Monkeys seen during the second day after adding the 'eggs package' are derived from the eggs added with the 'purifier' package. The food package is a mixture of spirulina and dried yeast. The 'boost' packages mainly contain salts, which induce sexual activity in artemia."

Sea Monkeys are brine shrimp. They can grow from dry shrimp eggs which is part of the powder. The other part of the powder is nutrients for the shrimp. They come close to light sources and are quite energetic.

Sea-Monkeys® are a true miracle of nature. They exist in suspended animation inside their tiny eggs for many years. The instant-life crystals, in which the eggs are enclosed, preserve their viability and help to extend still further their un-hatched life span! Sea-Monkeys are real Time-Travelers asleep in biological time capsules for their strange journey into the future!
The joy of watching Sea-Monkeys grow offers a lot more than just pure fun. It is one of the outstanding educational experiences of a lifetime, because the entire life-cycle of these unique creatures are fully recreated. Conceived in 1960 as a biological novelty, the “fantasy” has transformed into brilliant reality.

They're brine shrimp. What comes in the packet is the eggs blended with a powder that makes the water habitable and provides their food.

They are brine shrimp...and that powder has dehydrated eggs in there. Basically they're in suspended animation and when you add water they activate, hatch, and start growing...well, as long as you feed them.
