Do you mean like in a magazine where they just want a picture to go with the words? It depends what type of image it is. If it's a photo it's a photograher (that one's easy!), a drawing is usually by an illustrator. There are sometimes also mixed media images (monatge or digital) which are again by illustrators or designers.

Marketing department sells it, Artist creates the art for the item, Illustrator-portrays it the correct way.
