Some men have sperm in their lubrication/precum/preejaculate some do not. So the short answer is yes. The long answer is probably not because there are very few, they are generally older or of poor quality.
However if a man has very recently ejaculated there is probably still ejaculate that will get pushed out with the precum and that increases the risks.
If you want some info on using withdrawal as a method of birth control this is a good site:

YES---
Precum or pre-ejaculate is a fluid coming from the penis and is produced by man’s bulbourethral glands. The main bulbourethral gland is the prostate, and there are also few smaller glands that are situated in the body of the penis. They produce clear liquid that is similar to other mucous excretion of the body, the main difference is the different contents of proteins and increased concentration of sugars like fructose. Precum’s main purpose is cleaning the urethra from any bacteria or the leftovers of urine, also precum is a lubricant that is used for lubrication of the glans and foreskin during the intercourse. Depending on the person precum may or may not contain small amounts of spermatozoids, the chances of pregnancy are small but, since in theory, only one sperm is enough to get a woman pregnant there’s still a chance that the pregnancy will happen. It would be the safest to use condoms during the entire duration of the sexual intercourse.

first of all you should never have sex without protection if you want to prevent getting pregnant.
Second, you should never have sex unless you know all the facts about how you can get pregnant.
Third, While it's not likely, it is possible. When a guy is aroused, a clear alkaline liquid -- that's considered to be sperm-free -- is released to lubricate his urethra (the tube that carries the urine and sperm out of his body), preparing it for the safe passage of sperm when he does in fact ejaculate.
But any sperm left in the urethra from a previous ejaculation can mix with the secretion. And, if his little swimmers make their way into your vagina, you can get pregnant. You should also know that this fluid can transmit STDs, such as HIV and hepatitis. And, other diseases, such as herpes, can be passed simply by rubbing against each other's genitals.

.....Women may have sex for years without having a child, and a lot depends on what time of the month it was for you. However, withdrawal does not protect you from pregnancy. He may ejaculate outside the vagina, but you can still get pregnant. He can also rub his penis against your vulva without penetration and you can get pregnant. So if you don't want a child, in the future it must be "No condom, no fun". This is a good idea in any case because of the risk of sexually transmitted diseases.
also
Although it is not a major risk, it is a risk nonetheless. Sperm are very resilient creatures whose sole mission is to make their way to the fallopian tubes. Anytime you get sperm near the opening of the vagina, there is a chance the sperm could complete their mission. Penetration is not necessary, it could happen when sperm is on fingers, the tip of the condom or any foreign object that comes in contact with the vagina.
Your best defense against pregnancy and sexually transmitted disease (STD) is education and practicing safe sex.

YES. It is even said that precum is stronger and has more "swimming boys" than regular ***. That's why it's extremely important to put on a condom BEFORE any kind of penetration.

You sure can. Even though it looks clear, it still has those little spermies swimming around just waiting to find their way!! Not to mention the fact there is the danger of STD, even chance getting AIDS....too risky these days!
Did I explain it so you could understand it?? Keep your pants on, you will be a lot safer then.

I'm sad to say, Lora, yes.
The dude can ejaculate in you, then his sperm will try to find an egg, thus getting you pregnant.
Some turd said if you swallow it. You can't get pregnant by swallowin' the ***.
But you can get pregnant if he rubs his penis against your vagina, and he drops his load, you can still get pregnant.
I'm 12, and I know by research.
