i just want a website or sumthing where i can change the color of pics like make them have a blue or red tint

Aint no website to do this! You need image editing software!

I doubt theres going to be a website for anything like that. But there is a number of programs that can do that. I don't know any that are free but Photoshop is a great example for something like that.

Any photo editor can do that... my favorite is Paint.NET and in that (or PhotoShop, PhotoPlus and similar programs) go to the Levels tool (in Paint.NET go to Layers > Adjustments > Levels) and tweak to your hearts content.
