move to an establishment.can i still get the permits in california to start like that or do i need to have an establishment first? i dont want to do anything without the right permits.

You cant start a restaurant in a gargage as the state law will require you to have certain sanitary conditions you cannot acheive in a garage. You kitchen must meet certain standards there is a lot to it, ask other people who own restaurants in your area so you can check out the requirements. I dont say this to make it hard on you just to let you know that when working with food they are very picky.
