Yes, many other countries use daylight saving time.
But they all have their own rules as to the date that the changes take place, and they may even change their clocks by more or less than one hour.
Almost all of the continent of Africa has NEVER used daylight saving time, and about half of the continent of South America
has NEVER used daylight saving time.
As far as I know, only two states in the U.S. do NOT use D.S.T.,
Hawaii (they don't need it) and Arizona (They don't want it.)
States in the U.S. have two choices. Use it or don't use it.
If they use it, they MUST use the U.S. standard for the date of the changes and the amout of time to change. (1 hour)

Many countries do actually, including Malta.
I think it is out-dated though. WWI and WWII are long over with and we have advanced technologically to a sufficient degree to no longer require to screw up our perspective of the natural progression of the seasons for the sake of an hour (what one gains one way is lost the other way anyway).

a lot of northern nations do (in Europe, at least); once you're in the tropics, there's no point, as daylight doesn't vary year-round.
