My brother-in-law is shipping off to Boot Camp in January, and my wife and I are wondering what sort of things he is allowed to bring. Books? Portable dvd player? Laptop? Any ideas and suggestions would be helpful!

You already listed a few good ideas.
Just keep in mind that he will have limited space to store anything.
Stationary with preaddressed and stamped envelopes would make it quicker for him to sent home reports on how hes doing and what life is like there.
Sometimes there can be security problems with expensive items (theft) . An Ipod with lots of tunes would be compact. A packet of items indicating the fancy welcome home party you plan for after boot camp could give him something to look forward to guring the grind that is Basic training.
Just keep it small items Photos and simple stuff.

The best gift are cash in small denominations. He will have to keep track of his money while there. Also some writing paper, pre-stamped envelopes and pens. Another great thing would be a travel iron. I had one while I was in basic training and they are a MUST. They are relatively cheap on base but it sure is nice to get one as a gift too. He will be using it a LOT. No laptops or books or dvd players as he wont have time to use them and they will just be locked up in storage.

Also, tell him that we are all proud of him.

I would call the Recruitment Office nearest you, or the Camp itself, and ask the people there exactly what is allowed/disallowed. The one thing I think every serviceman/woman appreciates is photos of family members and a supply of writing paper. If allowed, I think something like a digital camera might be appreciated, and maybe a small handheld diversion like a Gameboy. Your best bet would be to ask other soldiers directly. Call the boot camp and see if it is possible to speak with some of them.

one personal photo... other wise... wait untill he is out of Boot... they will give him what he needs and he will not have time for anything else... some money would be good as there are a few times they can go and buy things they need... I know they get a lot more pay than I did but money is still good.

Buy him the underwear and socks he will need, or personal items. It's what both of my kids needed the most when they shipped off. Include a calling card. LOL.

He should already have a list of what he is allowed to take with him. if he doesn't he can get the list from his recruiter. Money would be best unless you wait until after basic training.
