No idea. But if I were you, I'd get someone out there to check the (outdoor) plumbing. You could have a leaky water main or some other water pipes. Then you'd be paying for the leaking water on top of the water you actually use.

Have you eliminated possibilities such as water leak, high
water table, underground spring which has risen, septic tank problems? If so, then it
sounds like you have a very shaded area which, when it gets
wet via rain, stays wet because the water can't evaporate. If
this is the case, you will need to trim enough limbs off trees to
let enough sunlight in to dry things out.

If Your On Have A Septic System For Sewer, That Could Be Why. If You Have City Sewer. It Could Be Due To Nature Of Weather

If its not a plumbing problem, what i did was plant a willow tree. I had the same problem and this worked real well. They need lots of water and mine has make my backyard so pretty even 12 years later
