Because of the "golden rule" : He who has the gold, makes the rules.
Gambling is a huge moneymaker. The lottery can be controlled by the state with the state getting all of the revenue. All other forms of gambling, states only get the tax money (which is still substantial--100% is better than any other percentage.)
Please remember, we are not a democracy, we are a republic. We allow a few people that we vote in decide what we can and can't do. Our political system has developed so that only the elite can afford to run for office (either personally or by proxy).

politics, that is it. In the south, particularly the bible belt, it is o.k. to have the lottery, it's even o.k. to drink alcohol(but you can't buy it on Sunday in many areas!) but it is illegal to gamble. The lottery profits go to the state, they use this money suposidly for education and self help programs etc. Gambling has only one person or group that will profit and that is the person or group who owns the casino. So, it comes down to politics.

You wanna know the even more ironic part? Lets say the lottery makes about 20 million a year (I'm just making up a number). And lottery money goes to schools. They go in and subtract 20 million from the schools budgetted money to get so they really aren't getting anything they wouldn't have already get.

Oh my god people. Do a little research before you complain. I am talking about the answers to the question, not the question itself. This is a valid question. However, there is a simple explanation. The government takes a share of the money that people put into lottery, where private companies take that share out of regular gambling ventures. The money they use is not just burned, or used to make your life more difficult. There is not some huge government conspiracy to take your money and throw it away. Here is a good example...read what Colorado does with its lottery money (I am from Colorado). Tell me, is it better that they try to encourage people to get outside and do things? Is our government really making our lives more difficult by using our money to protect open spaces and to provide us with trails and places to be outside away from the stupid T.V. idiot box? The government is not out to get you people, if anything, it is there to protect you from yourselves.

They will only make legal those activities they can get their payoff from. Kinda works the same as solar energy. It will become viable when the oil comanies can park clouds over your house.
