Well it depends on the trick or treater, don't you think. I have no problem with a couple of adults who come yearly to my home. They are mentally retarded and function on about a 9 year old level. So there can be exceptions to every rule. I always dressed up when i took the kids out, but never expected treats.
I would say the cut off age for the average person should be 12.

Maybe I'm saying this because I trick-or-treated until about 15 or 16, but I think if someone (regardless of age but within reason) is in a proper costume s/he should be able to get treats. I mean, who doesn't want free candy? Granted, older trick-or-treats should know when to stop, because they ARE cutting into candy that should be for the younger ones, but hitting a house or two is fine with me. With that said, not one over 18 should do any trick-or-treating, that's just greedy. I mean, by the age of majority, if you really want candy, go buy it, it's on sale now and it'll be even cheaper on Wednesday.

Trick or Treating should stop at 15 but after that you should only have parties or take the little ones to go trick or treating.

I think that somewhere around 12 or 13 is the time to stop. I have a rule when giving out treats. If the kid has facial hair or boobs they don't get anything. I have actually told kids I thought they were too old.

I think kids should quit going door-to-door trick or treating after jr. high (about 8th grade). After this age, have a party! -No underage drinking or drug use of course- If all your friends get together it can turn out to be a great costume party! Supply candy!!!!

kids will grow out of it, any teenager who walks over the neighbrohood dressed up just for candy is hopeless.
