Didnt use their draft choices well when they were winning in the 80s and early 90s, still dont use draft choices well or make any kind of significant pick ups in the off season or even attempt to make trades to make the team better. Sticking with a rebuilding plan that has no hope of working, unless by working they like getting the 1 or 2 draft pick every year.
