Apart from using Windows partition utility you can try Acronis Disk Director. It is a very reliable and comprehensive partitioning tool with bunch of very useful features. Also it has very simple interface so it won't take you long to understand how it works.

Good day. If u are thinking about doing this, backup yur important information on a CD or USB Stick/Pen drive cause information may be lost. If u have the windows XP Setup CD, u can partition in the setup options. If u have the old windows 98 Setup CD, boot from it in MSDOS and use the FDISK Feature. Make sure u chooze start with cd rom support, they will give u the cd rom drive letter, u switch to that drive letter by typing in the drive letter then : and type in FDISK.
Norton PartitionMagic is a good program. You can get it on those torrent websites since u have to buy it. Laterz.

In general you can use the tools that come with the OS to do that, but I would recommend that you use Partition Magic. The software will run you about $30 but it will give you many tools to use with your OS and hard drive.
Also you will be able to change partition sizes and allocate partitions to drives by using a user friendly Graphical User Interface and point and click functions.

windows xp itself can do it while you install it,,, however you can use bootable partition magic to do this
