It's one of the topics that has 'single-issue' followers, who will vote against their own well-being to push their issue forward.

Because the Republicans do not have a majority, Carl Rove has pieced together a bunch of these types to gain more votes. Anti-abortion, bible-pushers, gun-nuts...all separate groups who vote single issue.

Because they do not have the support of their 'core' Republican voters for overturning Roe vs Wade, they will not actually act.
This is why they speak in code so often "Caring for the life of ALL women OF ANY AGE", "working for the interests of mothers AND ALL their children". Trying to evoke an anti-abortion stance without coming out and saying it.

Because, unlike the liberals, Republicans do not subvert the system by going around the Legislature...

Right now, the law is in the hands of the S. Ct., who is waiting on the right case. When that happens, the S. Ct. will properly send the issue of abortion back to the States, just like with homosexual marriage bans...

It's just a way of getting votes. They are trying to pull in people in America of a certain value system which they can do because this is a such a hot button issue for many people.

It's a sham the republicans perpetrate to get the far right evangelicals to vote for them. Otherwise the GOP wouldn't have enough votes to get a seat on the local sewer board.

Your question's premise is wrong.
Conservatives back legislation that limits abortions all the time, just as liberals back legislation to remove all restrictions on abortions.
