We all know that if bad behaviors in the workplace are not corrected, then they usually are repeated.... I just feel "bad" when I have to report another co-worker(employee) for some form of mis-conduct. How do I do what I know is right without feeling guilty?

explain to your co-worker/employee that your working relationship has changed and now that you have excepted the supervisor position, you have to honor (or, step up to the plate) it. Ask that person to not take advantage of your relationship. If that person does not respect the position that you are in, then, that is the chance they have to take. Your responsibility now is to your new position and your new superiors. Also, this is your future that is at stake. As for those bad feelings you were speaking of, in time, you will get over it.

Discipline is a tool used to bring people back in line with the policies of a company.
Supervisors should have a healthy working relationship with workers , and mutual trust is very important .
Young supervisors often feel the way you do, but if you do not apply discipline fairly and according to company policy, you are the one to end up in trouble.
It works the same as a mother and father that disciplines the children, because they love them and want to do the right thing.
Otherwise the children end up spoilt and the parents suffer later.
Parents have that responsibility, and they have 'supervision' .
So must supervisors have supervision and it goes together with other skills like people skills, and many other skills.There are courses available for all supervisors to help them attain these skills.
In the long run fairness , treating all equal and being consequent in your decisions and actions will replace the guilt that you feel with confidence , rewards and results, recognition and promotion.

Talk with your supervisor about it. You don't need to feel guilty about anything, you're helping the company by trying to make it run more efficiently. And you may even be saving that persons job. If someone higher up notices the behavior they may terminate the person on site. If it's bad enough.

In this day and age, if it is a major thing report them. With workman's comp and liability insurance to name two, anything can affect a company. If it's minor, maybe just let the person know it's not cool. The workplace is not a playground, you can still enjoy yourself.

If It's something major, report them, but if its a small little thing then just let it slide and give them a warning.
