A hard business environment is one where competition is fierce and there is not much profit to be made. A business environment can soften if it becomes easier to conduct business (i.e. you can make more money)

It seems like "softening business environment" refers to a change of focus in business operations - while before the focus was profits and sales (numbers-driven), now the new focus is the customer and his/her needs (quality-driven).
