Exfoliate every day with a gentle skin scrub, and make sure you moisturize. Oily skin is usually an attempt by the skin to overcompensate by producing more oil when you've dried it out with toners, harsh scrubs, no moisturizer, etc. Also, try a weekly clay based mask to help gently absorb excess oil, clear your pores and smooth your skin. Again, moisturize well after using.

When you wash your face, use a cotton ball with hydrogen peroxide on it, and dab the areas that get really oily. Don't use it on parts of your skin that are normal though. I did that and dried the skin on my cheeks too much. Don't think that washing a million times a day will help either. It'll just make it worse. Make sure you still use a moisturizer, but be sure it's water based. Oil doesn't moisturize your skin, it just keeps it in.
