Yep they can. Its called cognitive therapy..they teach how to change the way you think or the way you perceive a situation to reverse the "learned helplessness" you've been accustommed to. They used this for depression, anxiety disorders, social phobias etc!

Quote~Abraham Lincoln "People are as happy as they make their minds up to be"
anonymous "would you rather be right or happy?"
It all depends on attitude. Some people have emotional/mental health issues that causes a chemical imbalance which affects their moods and they suffer from all sorts of things that makes it difficult to be happy. But the average person, without a underlying physical/emotional/mental problem can find a happiness within themselves.

of course. happiness exists in the brain (because of chemicals like endorphin) and is manifested outwardly through laughing or cheering or smiling. not all feelings (including Joy or Sadness) are manifested by the body, but can still be felt. if you want to LEARN how to be happy, go to a counselling session, try hypnosis, or just hang with a group that likes extroverted activity (group sports, poker, clubbing, etc.). good luck!
