Neither, they both demonstrate an intent to use the code.

Some questions may mess with the order of things and create chaos. Some answers may do likewise. The qusetion is whether chaos is a bad thing. the answer is not necessarily if you like change.

Thinking about the question is bad enough. But giving the right answer to launch nuclear missiles is sooooooo much worse !

A nuclear weapon is just that - a weapon. When it comes time to use it, no question should remain of its necessity, therefore the question becomes moot.
