Yes he was the main "baddie" he was the human ninja that the turtles were always fighting. I always thought Shredder would beat any of the turtles if it came to a 1 vs 1 fight.

Shredder in the 1987 animated series.
In the 1987 animated series, Oroku Saki and Hamato Yoshi were both members of the Foot Clan in Japan. But after Saki framed him for attempted murder of one of the Clan’s sensei, Yoshi was forced to exile himself to New York, where he lived in the sewers with four pet turtles that were accidentally dropped down the drain.
In the following years, Saki took leadership of the Foot Clan, and took on his Shredder persona. He also met a trans-dimensional alien called Krang, and used the advanced technology at his disposal to replace the Foot ninjas with robots called the Foot Soldiers. And he secretly moved to New York, where he found Yoshi still alive, so he tried to kill him by dumping mutagen in the sewers. This causes Yoshi to mutate into Splinter, and he starts training the mutated Turtles in ninjutsu.

In the 1990's the first time they were a cartoon show to my knowledge they were trained by a rat named Splinter, and the main enemy was Shredder, and his Foot soldiers. The back story was that before the time of the cartoon that Splinter was human and had been a teacher or fellow student with Shredder in martial arts classes. and they came to the US as friends, but they had falling out on the proper use of their skills. Splinter was forced to live in the sewers(no homeless shelters i guess) where he found the four baby turtles that had been accidentally dropped down the drain. one day some toxins spilled into the sewer and mixed to form a mutagen, and the baby turtles crawled through it. and since they had been most recently in contact with Splinter as a human they mutated to become human like, while when Splinter found them he had recently been with the rats, so when he touched the mutagen he became rat like.
