The BCS bowl games try to get the best match ups. Each one also takes turns hosting the mythical national championship game. There is a confusing formula for BCS bowl games. There are some conferences whose champions get automatic BCS bids and then there are some at-large BCS bowl bids for a few top-ranked non-conference winners. Each game tries to get the best match-up. 1 vs. 2 in one game, 3 vs. 4 in another and so on if this is possible.

The Rose Bowl is still the big ten champ and pac ten champ. Now that there is a new bowl that is only going to host the national title game as long as neither the pac ten or big ten champ plays in that game then they will go to the rose bowl.

Only if they're not picked for the title game. As it is, with the likelihood that the Big Ten champ will be in the title game, there will not be a Big Ten/Pac Ten matchup in the Rose, unless the Rose Bowl picks the Michigan/Ohio State loser (read: Michigan) to match the Pac Ten winner.

the rosebowl is still the big ten champs game yes, unless it is the rosebowls turn to become the nationional championship game that year, then a big ten team doesnt have to play in it, otherwise, when it isnt the title game, there is a big ten team in it.
