That is the way it works.

Why should anyone welcome you with open arms to their country when your intent is to establish your own agenda there?

What you do in the privacy of your own home is up to you, what you do in public should conform to the customs, mores and acceptable behavior rules of the country you have entered, otherwise they have every right to throw you out.

If they don't learn the language they place themselves at risk for being exploited. There are many sweat shops in this country that use recent emigrants because without knowing the language, they don't have work options and have to put up with terrible working conditions and pay. Culture and customs is a bit trickier. Certainly it is important to understand these issues in a new country, but it is not necessary that they adopt them, only be sure to honor them. I think it is a tough decision, because maintaining part of your old culture can be important for family solidity and honoring where you came from.

Transitioning to a new country is not an overnight occurence. Where did your ancestors come from? Unless you are full-blooded Native American they came from some other country. Learning how to live in a new country takes time, if you moved to another country you would not wake up the next day knowing completely how to function. Some people think this is the way it should be, and given only a LITTLE thought, is obviously ridiculous.

I am sorry, but I must answer your question with another question.

Why would a person emigrate to another country where they do not want to "adopt the culture, customs, and language of that country," unless they were only emigrating to drain away the resources of that country without becoming fully part of the support structure of that country's culture, customs, and language?

Depends on the country and it's style of government. If you go to a free society like the US or Japan or Australia it is usually okay to be who you are. But if you go to a dictatorship and an oppressed country get ready to be harassed, imprisoned for your beliefs, and even killed like in Sudan or the former Iraq. But it is always good to learn the language of a particular country because of communications.
