Jtawsgirl, the idea Parliament descended from Nordic traditional moots, when all the leaders of a given disctrict would meet to discuss problems concerning land and taxes. Parliament itself got it's start in the mid 13th century in England when the Provisions of Oxford (1258) replaced some of King Henry III's powers of appointment with baronial control. The Provisions of Westminister, a year later, changed common law to allow the barons more control over their lands and taxes. Unfortunately, Henry rejected these Provisions and a baron named Simon de Montfort led a rebellion against him that combined nobles and commoners - he created a parliament where both could give voice to their needs. These created the two houses of Parliament that are still in existence.

The oldest parliaments, though they were unicameral, were in Scandanivia. The Norwegian "Thing" and the Icelandic "Althing."
