It's worse not being allowed to ask a question, because that affects your success, but not being allowed to answer a question affects someone else's success.

I think not being able to ask a question is worse. When you ask a question you have given food for thought. When we are able to question the validity and meaning of things, then we have met our human potential, instead of following as sheep or robots.
There can be many answers to one question; and even if that answer cannot be expressed, the question has stimulated different perspectives and view points.
