Yes. Not by much on newer PCs, but if your PC is teetering past the minimum requirements then it does make a noticeable difference.

You don't need to uninstall the default (blue) XP skin. All you need to do is right click on My Computer, go to Properties, then click the Advanced tab. At the top box you will see Performance settings. Click the Settings button and when the pop-up panel comes up, choose Adjust for Best Performance and it will set it up to run as efficiently as possible (minus the visual bells and whistles) just by clicking the bubble.

Yes, it will but only marginally. If you want to make your computer faster then you should also consider turning off some visual effects of Windows. Go to: right click "My Computer" > Properties > Advance tab > under Performance, click [Settings] > under visual effects, you should see a list of visual effects. Visual effects are "eye candy" for the computer. It includes animation, shadows, sliding and etc. Unfortunately, all these visual effects take up memory and CPU processing power. Disable any special effects you don't want or you can disable them all. You will see a mark increase in performance.
