No. That would be discriminatory. There's a law in this country called: The Americans with Disability Act. This federal provision prohibits discrimination based on all kinds of disability- including mental disabilities...Good Luck!

not from getting one - if the applicant does not appear to have sufficient capability to understand what they are signing, the applicant may be required to bring a witness that has known the applicant 2 years, is a US citizen, and has a drivers license.

no, most ppl. with passports are mentally disabled. unless you got one to iraq.
