You certainly don't give us much info to help you. I assume that you have XP on one of those drives and an older version of windows on the second.
XP has a disk manager you can use to manage to some extent the partition of hard drive (control panel -> administrative tools -> computer management -> storage -> disk management). That obviously assume that you actually have a single hard disk that is partionned into two logical drive.
In the most simplistic situation ie
-you want to keep XP
-It's installed on the first partition, and it is the default bootable one.
1) backup everything
2) copy the stuff you want to keep from the old partition to the XP one.
3) delete the old partition using the disk manager, reboot
4) extend the first partition over the newly freed disk space.
If your situation is more complicated then that, I strongly suggest you get partition magic and post your exact situation and ask someone to guide you though it.
But I suggest you describe more thoroughly what is bothering you with you present setup, so that we could give you a better answer.

If you have 2 operating systems (For example, Windows XP and Windows 98) you could format the drive of the operating system you no longer want. Then, assuming that C and D are two partitions on the same hard drive, you could merge the partitions. To do this, you would need a tool similar to Partition Magic.

C: & D: are partitions which can be either on the same disk or on different disks.
You can find out by going in Start->Control Panel->(classic view)->Administrative tools->Computer Management->Storage->Disk Management.
If they are on different disks, you won't be able to merge them without much effort. It would require a tool to create virtual volume management.
If both are on the same disk, you can reinstall Windows, clear all partitions and recreate a single partition.

maybe im retarded and not you but those look like destination drives not operating systems. are you sure you dont have two hard drives or just....a floppy drive or soemthing?
