It would be hard to choose between Narnia and Neverland. Wonderland is fun but weird. It's a bit too much nonsense for my liking. Middle Earth (particularly the Shire) could be good, but those books have too much fighting for me to imagine living there contentedly too long!
You should read Here There Be Dragons by James A. Owen it is a great book for fantasy lovers where three young heroes sail in a magical ship to various fantasy lands described in various works of literature!

It's hard to choose. Some of the best that come to mind are Lewis Carroll's Wonderland, L. Frank Baum's Oz, J. M. Barrie's Neverland, and Lloyd Alexander's Prydain.

Check out the books by Jack Chalker. His ultimate world is called the Well of Souls and is a great read, as are all of his books. Not only are the worlds he creates with his writing fantastic but his heroes and heroines are fabulous to read about too.

Best in what way?
As in most detailed and well thought out or as in the place, that if you could, you would most like to reside?
Middle Earth was good, although all those orcs and goblins could make for a rather unsettled way of life, so like one of the above answers, I could quite happily live in Willy Wonka's chocolate factory. Chocolate rivers and all that, really can't go wrong...

The Dune books do a good job of making other worlds seem plausible.
