if someone doesn't have their highschool diploma (from canada), are they still able to take tests to get into college in the states???

You need to have some proof that you passed high school requirements in Canada or the United States to go to a college in the US. Weather that is just an exam taken to pass High School or an actual diploma is up to the student.
