The kids around here do it just as a prank. It isn't considered vandalism because there is no property damage. We had our house tp'd this last summer, however, one of the girls who did it was jeolous that my son had a girlfriend. (Apparently she had a crush on him.) We ended up getting the police involved because not only did she tp the house, she egged it and she also left her used tampon in our mailbox. Needless to say, we were super mad.

We used to do this -- it was called "wrapping" -- when I was in high school many eons ago (in south Florida). (It's funny how stuff keeps getting reinvented!)
It's a HARMLESS prank (although these days I imagine the wrappers could be taking their lives in their hands; you could get shot out on someone else's lawn!). We usually targeted potential boyfriends (or girlfriends...wrapping wasn't gender specific) or not-so-close friends or other ardent wrappers who weren't along (those were the most difficult!). If you got caught, you could get hosed (with the garden hose)! Or sprayed with shaving cream...
Getting rolls of toilet paper as high as possible in big trees or over telephone/street lamp poles was a main objective.
It was an inexpensive and rather exciting way to spend an evening. I was never punished for doing it (and my parents were pretty good disciplinarians).
I wonder if the times have changed the intent? (We never wrapped out of envy -- or revenge...except to avenge our house being wrapped!)

its just a tradition, usually around hear all the chearleaders do it to the football players houses and vise versa.
also if it is a birthday then they do it,
i dont think it is used for vandalsim or a prank anymore
and it is biodegradeable, so it doesnt hurt anything, y do u think it is ok to flush down a toilet

I don't know. But I remember back in high school we had this total b*tch librarian and some kids, rumor has it kids in the senior class, toilet-papered the f*ck out of the library. It was everywhere! Maybe it signifies that the toilet-paperee is full of sh*t and needs to clean up their act...
