how can i allow someone to make my webpage their home page?

any web user can make your webpage his homepage.
it is an option found in every web browser, they will just have
to change settings for their own web browser.
so, don't worry for that.

To check it,just open your webrowser,click on Tools,then on Options,and finaly fill in the webpage you want.Next time you click on the Home page icon,that web page will appear.

Click tools, internet options, then highlight the address that's in the address box, hit delete on your keyboard, then enter the URL of your webpage, click ok, then it should be the homepage..good luck..
