Since I don't know where you live I can't really tell you a date but they should be turned off before the water starts to freeze. You have to remove it from the water too, the pipes and hoses can break if you don't. If there are fish in the pond then you should remove them too, sometimes a fish can survive being frozen but it's not something that should be done.

Don't.....Unless it gets super super cold where you live "Alaska'
Laeve it in and leave it run. The water wont freeze if there is good enough movement. Most koi fish are left in the pond over winter with the pump running!!

If it is less than 18" you should do it before you get a good frost. They do sell heaters for outdoor ponds and relatively cheap. Try Home Depot for around $75.
