I've done this research before and here's a list of what I found:
- Columbia University - great for Journalism
- The George Washington University - great for political journalism and communications
- University of Florida - good for International communications
- Emerson College (Boston) - Specializes only in mass comm
- Syracuse University (New House) - Great communications department

Your best bet is checking out Princeton Reviews Counselor-O-Matic. One the questions ask what program you need the college to have. Then with your other info, it will recommend ones. From that list you can really see if the program is excellent. (Ie. by going on the schools website, typing in the major, and looking over the department's website.)
