Elevation is determined from the sea level. Sea level is the average level of land during high tide and low tide.

Mountains (and all landforms) have elevations expressed in height above sea level. That's very different than how much a mountain rises compared with the surrounding land. Mountains near the coast may rise much more steeply than those further inland, but those near the coast are almost always actually lower.
