The other belts are important because they allow a wrestler to
work their way up the ladder, and help them with their ring persona (gimmick). These belts also help groom possible future World champions. The Intercontinental and U.S. title belts,
for example could be steppingstones to World title matches, or even the World Championship (Think of former US and I-C champions who went on the top championship belt in their promotion(Randy Savage, Bret Hart, Shawn Michaels, Lex Luger,
Barry Windham (won the NWA version of the World title, but won
the U.S. heavyweight title first), The Ultimate Warrior, and others
have won these titles before they won their company's biggest
prize (NWA, WCW and/or WWE heavyweight championship
titles). The U.S. belt was also worn by Nikita Koloff, who was portrayed as a Russian. That would be unfair to other wrestlers,
because they're not US born or don't live there. The U.S. belt is
meant to be a stepping stone for the WCW World heavyweight
title, which was part of the NWA, before withdrawing from it. The
NWA World Heavyweight title was the ultimate prize in the business for a long time.

the other belts are there to allow WWE to push the other talents who are not up to the mark yet to challenge the major titles... i guess u can look at tons of stars who started off fighting for the minor titles b4 winning the big one... Cena, Kurt Angle, Benoit, HHH, Orton, Edge and many more... US belt should have the name changed... itz quite misleading sometimes when non americans win it...

This title belt refers not to the nationality of the person but rather the territory orregion of which he is fighting.

Easy. With so many wrestlers, you have to have a lot of belts. Otherwise, you'd be watching matches that had no implications at all. Are they a stepping stone, yes. Are all of them, no.
