I have a mac with 2 users set up. The other user can access my files (users>name>etc..) but I cannot access theirs. It just shows a restricted sign. How can I access their files and also can I block the other user from accessing mine.

Gee, that doesn't sound fair!
You can access files if they're put in the "shared" folder in the users file on the HD.
But the other person has to do it, you can't.

Check to see if any of your files are in the shared folder. Take them out if you don't want them to be shared.

Yes, the computer must be on and unless you are using a centralized authentication service (Active Directory, NIS) you will need to use the credentials for the account on the machine you are trying to access.
