Tortoiseand rabbit wrote entrance exam and tortoise got 80% and rabbit got 81%. Both wanted entrance in a good engineering college. Cut-off needed is 85% Rabbit didn't get but tortoise got the seat. How?

Tortoise made it through Sports Quota, remember Tortoise had won a race against rabbit when we were in class one.
