oh ok. its cause i think i had heard my friends dad saying something about it being racial. maybe i heard wrong. thanks for answering

No, it's not a racial thing. The term "rubber band man" has had many meanings over the years, but the most modern use of this phrase has two meanings: either this person has a number of vehicles that has low profile tires, that gives the appearance that the rims simply have rubber bands stretched around them, or this person always has such a large wad of money that they have to put a rubber band around their bankroll. This is the most common use of the term these days, and I have seen "rubber band" men and women of all colors in my experiences.

Well, you know how some people put rubberbands on their wrist so that they can quit a bad habit or addiction so that everytime they think about the habit they have to pull the rubberband on their wrist so it hurts them?
So I think that the artist was trying to say that he has many bad habits and that the pain of the rubberband hitting his hand isn't enough to make him stop the addiction.
